T.Y. Lin International Announces Completion of San Diego’s I-805 Carroll Canyon Road Extension and New High Occupancy Vehicle Lanes

T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces the completion of a major surface transportation project in San Diego, CA. The project involved the extension of Carroll Canyon Road under Interstate 805, the construction of new high occupancy vehicle (HOV) lanes in each direction along the interstate highway from I-5 to Carroll Canyon Road, and the construction of a northbound Direct Access Ramp (DAR) from the Carroll Canyon Road Extension to the HOV lanes. As Structure Lead on the Carroll Canyon Road Extension and the construction of the DAR to the HOV lanes, TYLI provided type selection and preparation of Plans, Specifications, and Estimates (PS&E). Structures include a 1600-foot-long viaduct with an elevated intersection, three additional bridges, and six specially-designed retaining walls.

The project was developed through a partnership with the California Department of Transportation (Caltrans District 11), the Federal Highway Administration (FHWA), the City of San Diego, and the Office of Bridge Design - South. Its critical component, I-805, is a vital north-south corridor that passes through the most densely-populated portion of the San Diego region and averages close to 187,000 vehicles each day. One of four projects originally chosen in the San Diego region for Congestion Mitigation and Improvement Account funding through Proposition 1B, the project also received both State and Federal stimulus (ARRA) funding. The Carroll Canyon Road Extension Project has been designed to help relieve the heavy traffic congestion faced by motorists in the heart of San Diego’s busiest employment center.

Lin International was able to deliver a complex project on an accelerated time frame in order to meet Proposition 1B deadlines, as well as both the State and Federal stimulus schedule," said Jim Rucker, P.E., TYLI Associate Vice President and Project Manager. “We are very pleased to have played an important role on a project that has been designed to relieve traffic congestion and promote economic recovery in the San Diego region and the State of California.”

The completion of the project was celebrated with a ribbon-cutting ceremony held on March 5, 2014. The I-805 HOV/Carroll Canyon Road Extension Project now completes a continuous 10-mile HOV lane on I-805 in each direction, from Mira Mesa Boulevard on I-805 to Manchester Avenue on I-5.
