TYLin provided construction management services for the Woodside Avenue Flood Control Improvement Project in Lakeside, California, for the county of San Diego.

The Woodside Avenue Flood Control Improvement project upgraded an existing storm drain system with insufficient capacity to convey runoff from significant storm events. The project also mitigated the risk of flood damage for residents and businesses adjacent to the water quality basin (WQB) that formed part of the drainage system. 

The project constructed a new reinforced concrete box culvert (RCBC) that connects upstream to an existing concrete channel on the southeast corner of the project limits, extends through the low-flow WQB and under Woodside Avenue, and then crosses underneath busy SR 67 where it eventually outlets into the San Diego River at the northwest corner of the project limits. 

To meet expected volumes from 100-year storm events, upgrades included replacing close to 2,400 linear feet of existing storm drain facilities with a 30-foot-wide by 5.5-foot-high RCBC. 

An innovative jack and bore method was used to install the immense RCBC underneath SR 67. When large granitic boulders were encountered after advancing the box to 60% of the total tunneling path, the County approached the California Department of California to propose a weekend highway closure and obstructions removal using an open cut excavation. 

TYLin’s construction management team prepared a detailed transportation management plan within a few days, collaborating with the contractor to develop a construction plan with a tight 54-hour window.

Accomplished in an active drainage system, with the project at risk at any time from the large flows from storm events, the Woodside Avenue Flood Control Improvement project was successfully completed on schedule.

Project Highlights:

  • Extensive coordination was required throughout the project with numerous key stakeholders and state and environmental resource agencies.
  • Prior to culvert construction, the project included the lowering of five existing water main lines, realigning of two sewer main lines, and undergrounding of overhead utilities.
  • New curb ramps were built to provide safer pedestrian crossings.
  • New sidewalks and dedicated bicycle lanes were constructed on both sides of the street.
  • Undergrounded utilities enhance the overall aesthetics of the community.
