Eileen Kelly serves as Director of T.Y. Lin International’s Rail and Transit Line of Business, Asia Pacific (APAC), where she is responsible for overseeing the growth and development of TYLI’s rail and transit services throughout the APAC region. Well-established in the international rail industry, Eileen has been influential in the construction and development of railways and railway infrastructure across Europe, Asia, and Australia.
A Fellow of Engineers Ireland and a Chartered Engineer, Eileen has worked for state railways in Europe and in a consultancy capacity on projects that involve mass rapid transit, light rail transit, high speed rail, and suburban and intercity rail systems. Her extensive experience includes railway engineering, asset management, risk management, project management, and infrastructure maintenance.
Across her distinguished career, Eileen has been involved in the delivery of numerous rail projects across APAC, including Taiwan’s High Speed Rail line, Singapore’s Thomson Line, and the North Strathfield Rail Underpass Project in Sydney, Australia. She also led the delivery Docklands Station in Dublin City Centre and the planning and implementation of the Irish Rail national infrastructure renewal program, both in Ireland.
Eileen is based in the firm’s Singapore office, where she has held technical, project management, and advisory roles, supporting and advising rail authorities in the delivery of new projects and the management of existing assets. She also provides a wealth of railway engineering, operations, and maintenance experience to the global T.Y. Lin International team.
