T.Y. Lin International Names Stephen Smith, P.E., as Associate Vice President/Principal Program Manager for the Southwest District
T.Y. Lin International (TYLI) is pleased to announce that Stephen Smith, P.E., has been named Associate Vice President/Principal Program Manager for the Southwest District. Working out of the San Diego office, Steve’s initial responsibilities will be primarily focused on the California High Speed Rail project providing Program Management Oversight for the southern three segments.
Steve has more than 35 years of experience in operations management, business unit management, program management, project management, and the design of a broad range of civil engineering projects involving transportation, flood control, storm drains, water, and wastewater facilities; and site, structural, utility, and grading improvements for governmental, commercial, institutional, and residential improvements. Along with his private and public engineering background, Steve also provides a special expertise in the fields of hydrology, hydraulics and computer science.
Steve is primarily recognized by his peers for his technical expertise, his communication and presentation abilities, his unique problem solving capabilities, and his ability to visualize and plan the big picture. He has excellent working relationships with San Diego Association of Governments (SANDAG), County of San Diego, San Diego Gas and Electric (SDG&E), Caltrans, San Diego International Airport, and numerous other cities and agencies within San Diego County and beyond.
Steve graduated from San Diego State University with a Bachelor of Science Degree in Civil Engineering. He is a licensed Professional Engineer in the State of California and has served as president of the San Diego Section and the California State Council of the American Society of Civil Engineers (ASCE).
