T.Y. Lin International Names Eric Winters, P.E., Rail Group Manager for Southern California and Nevada
T.Y. Lin International (TYLI) is pleased to announce that Eric Winters, P.E., has been named Rail Group Manager for Southern California and Nevada. Working out of the Orange County & San Diego offices, Winters’ initial responsibilities will be primarily focused on west coast rail projects providing railroad engineering designs, design reviews, and constructability reviews.
Winters has more than 20 years of experience in program management, project management, design and the construction of railroad and civil engineering projects involving mainline, siding, yards and industry tracks including bulk loading/unloading and intermodal facilities. Along with his private and public engineering background, Winters also has special expertise in CADD drafting, plan set preparation, and technical and specification writing.
Winters is primarily recognized by his peers for his technical expertise, his unique problem solving capabilities, and his ability to visualize and understand the big picture. He has excellent working relationships with Burlington Northern Santa Fe Railway (BNSF), Union Pacific Railroad (UPRR), San Diego Association of Governments (SANDAG), San Bernardino Association of Governments (SANBAG), the Ports of Long Beach, Portland, and Grays Harbor, and numerous other cities and agencies in Oregon and Washington.
Winters graduated from Oregon State University with a Bachelor of Science Degree in Civil Engineering. He is a licensed Professional Engineer in the States of California, Oregon, Washington, and Idaho and has been a member of the American Railway Engineering and Maintenance of Way Association (AREMA) since 1997.
