T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, has hired Ed J. Palacio, P.E., as Vice President and Florida Business Development Director, Surface Transportation. Based in TYLI’s office in Miami, Florida, Palacio will play a critical role in shaping, building, and growing TYLI’s transportation engineering services throughout the Florida Market, including the conception and successful implementation of statewide Florida Department of Transportation (FDOT) strategic marketing and business development plans.

Palacio joins TYLI with 29 years of leadership experience in the business development, management, planning, and design of Florida transportation projects. His past roles have included the administration of large transportation groups for professional services and engineering and construction (E&C) firms. Palacio’s expertise includes overseeing sales, marketing, and teaming efforts for traditional and design-build pursuits and directing all aspects of highway or roadway design projects for such agencies as FDOT, Florida’s Turnpike Enterprise, and the Miami-Dade County Department of Transportation and Public Works (DTPW).

Palacio’s past projects include serving as Program Manager in support of Engineering Services for DTPW’s Capital Improvement Plan - GEC (2). As part of this work order-based program, Palacio implemented elements of the Strategic Miami Area Rapid Transit (SMART) Plan, including the South Dade Transitway Corridor. As Project Manager, he led the development of the concept plans and design criteria package for the $300 million South Dade Transitway Bus Rapid Transit project. Palacio was also Program Manager for the Miami Intermodal Center (MIC) - Central Station, for FDOT (District VI), a $2 billion intermodal program that incorporates all modes of transportation and improves connectivity for state residents and visitors.

A registered Professional Engineer in the state of Florida, Palacio earned a Bachelor of Science in Civil Engineering from the University of Miami in Coral Gables, Florida. His industry activities include serving as a member of the University of Miami Department of Civil, Architectural and Environmental Engineering Industry Advisory Board and the TEAMFL Advisory Council.

Palacio also serves on the Transportation Committee and Expressway Authority Subcommittee of the American Council of Engineering Companies of Florida (ACEC-Florida), and he remains an active member of the Florida Section of the American Society of Civil Engineers (ASCE), the Florida Engineering Society (FES), and the International Bridge, Tunnel & Turnpike Association (IBTTA).
