T.Y. Lin International (TYLI) was selected by the New York State Department of Transportation (NYSDOT) as part of a design-build team as the best value to complete the I-390 Interchange Improvements Project in Rochester, New York. The project was the next in a series of improvements to the I-390 and Routes 15 and 15A interchange area, fueled by the growth of the University of Rochester Medical Center and Monroe Community College.

The project replaced the existing bridge carrying New York Route 15A over the historic Erie Canal; constructed four new ramps; eliminated two ramps; rehabilitated an existing bridge; and provided additional ramp widening and rehabilitation, as well as traffic signals, roadway lighting, overhead signage, drainage system reconstruction, and relocation of existing facilities.

The new bridge over the canal is a slant-leg rigid frame design that meets the aesthetic, efficiency, and constructability goals of the project. Safety and minimizing disruption to the traveling public were key components to the construction approach in this heavily traveled corridor. The project was completed on time and within budget.

Project Highlights:

  • Staged construction maintained two lanes of traffic in each direction at all times during bridge replacement. The team declined traditional detours in favor of temporary ramps designed and constructed to maintain traffic.
  • In another innovative approach to construction staging, the outside sections of the new canal bridge were built while the existing center section carried four lanes of traffic. Traffic traversed the new outer sections during construction of the center portion of the structure.
  • The project protected one of the City of Rochester’s 24-inch water distribution mains located adjacent to the new bridge abutment.
  • Pedestrian access was maintained to the Erie Canal Trail system throughout the project, achieved through a detour and construction of a temporary bridge over the canal.
  • New embankments (±15 feet tall) were constructed on poor soils for the new ramps, which required analysis for global stability (both static and seismic cases) and settlements.
  • A new, energy-efficient high-mast lighting system to be maintained by Monroe County was designed and installed.
