T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Paul T. Baca, P.E., has been hired as Senior Project Manager, Transportation. Operating from TYLI’s office in Tempe, Arizona, Baca will lead senior project management and business development efforts for Surface Transportation projects in the Phoenix market and oversee design-build projects across the Southwest Region.

Baca comes to TYLI with more than 16 years of transportation and infrastructure design experience in Arizona, where he has provided the Arizona Department of Transportation (ADOT), the Maricopa County Department of Transportation, and local communities with planning, design, and construction services for statewide improvements. This includes his extensive experience with on-call professional engineering and design services, including ADOT task orders for intersection safety improvements, median reconstruction, roundabout design, bridge reconstruction, and emergency storm damage repair.

“With past projects that encompass rural and urban highways, roadways, and related facilities, Paul has consistently demonstrated strong capabilities in managing multi-disciplined projects of varying sizes and procurement methods,” said Dan Heller, P.E., TYLI Vice President. “We welcome Paul to the T.Y. Lin International team. His dedication to client satisfaction makes him a substantial asset as we grow our Surface Transportation business in Arizona.”

Baca recently served as Project Manager for ADOT’s I-10 and Fairway Drive Traffic Interchange in Avondale, Arizona, which included a new two-span bridge over I-10, over 41,000 square feet of retaining walls, and new I-10 auxiliary lanes. He also acted as Deputy Task Project Manager/Project Engineer on behalf of ADOT for the development of preliminary design services, RFP documents, and final design and construction oversight for the SR 101L/Maryland Avenue HOV Ramps Design-Build Project in Glendale, Arizona. This project added direct access ramps in support of the anticipated capacity of Super Bowl XLIX at the University of Phoenix Stadium.

A registered Professional Engineer in the State of Arizona, Baca received a Bachelor of Science in Civil Engineering from the University of Arizona in Tucson. He is an active member of the American Council of Engineering Companies of Arizona (ACEC AZ), the American Society of Civil Engineers (ASCE), the American Society of Highway Engineers (ASHE), and the Arizona Association of County Engineers (AACE).
