TYLin was part of a joint venture to perform overall Corridor Construction Management (CCM) services for the Elgin-O’Hare Western Access Project.

The Elgin-O’Hare Western Access Project (EOWA), completed for the Illinois State Toll Highway Authority, included a 10-mile corridor along the former Elgin O’Hare Expressway and a new six-mile corridor for the new O’Hare Western Access.  

Featuring a demanding schedule with multiple concurrent activities, the USD 3.4 billion EOWA project incorporated over 17 miles of new roads, with 15 new or reconfigured interchanges, ramps, and frontage roads, pavement rehabilitation, the installation of a new, all-electronic tolling system, drainage, and lighting rehabilitation. 

TYLin also provided direct construction inspection services for a new directional interchange between IL 390 and Interstate 290. New construction included three highway crossings over I-290, two 2,100-foot-long tri-level flyover ramps spanning both I-290 and IL 390, and full access ramps for other traffic movements.  

Additionally, TYLin provided CCM for the construction of new expressway-level pavement from I-290 east to the limits at O’Hare International Airport. The project included 10 additional construction contracts.  

Scope of work included building demolition, earth excavation and embankment, new pavement and bridge construction, new frontage roads, storm sewer installation, barrier wall construction, new electronic toll collection facilities, pavement striping, and landscaping.  

Project Highlights: 

  • TYLin provided CCM for over 15 separate construction contracts, each with its own construction management engineering firm. 
  • TYLin oversaw project scheduling for the entire corridor, close to 20 projects, many that were concurrent. 
  • Direct construction inspection services applied to three separate construction contracts, with work occurring under active traffic conditions and while maintaining traffic flow. 
  • The EOWA project is a part of the 15-year, USD 12 billion capital program “Move Illinois: The Illinois Tollway Driving the Future” to improve mobility and reduce congestion in northeastern Illinois.
