TYLin provided professional engineering services as part of an Indefinite Delivery/Indefinite Quantity (IDIQ) to update island facilities and infrastructure for the U.S. Army Corps of Engineers, Kwajalein Atoll, Republic of the Marshall Islands.

Project designs for Kwajalein Range Services, LLC included modifications to existing dining facilities, renovation of transient lodging, structural shoring plans for automotive facilities, assessments of aging facilities and infrastructure, and improvements at the island’s airport facility.  

TYLin engineers traveled to the remote island to evaluate building structures, heating, ventilation, and air conditioning (HVAC) systems, and architectural elements. 

Over the 5-year IDIQ, TYLin provided a full range of services, including civil, electrical, mechanical, and architectural engineering. Task Order services included the development of Statements of Work for various base requirements, as well as detailed designs drawings and specifications for construction projects. 

Project Highlights: 

The IDIQ contract included the following projects: 

Facility 502, Yukwe Yuk Dining Facility: TYLin was awarded the design of the 20,000-square-foot dining facility, which included demolishing the center 6,000 square feet of the masonry structure and replacing it with structural steel and renovating the remaining square footage.  

Facility improvements included new concrete towers and masonry façade, kitchen, restrooms and crew rooms, bar, two dining rooms, and flex dining/banquet rooms.  

Due the facility’s location on a coral atoll less than a half-mile wide, stainless steel, fiberglass reinforced nylon (FRN), and plastic components were used where possible to combat the highly corrosive effects of coral dust and salt spray on ferrous metals and concrete. 

TYLin also designed an energy-conserving heating, ventilation, and air conditioning (HVAC) system, mechanical, electrical, and plumbing systems, and security and intercom systems. Life safety exit and emergency lighting were also implemented, along with a new fire alarm system that interfaces with the atoll’s fire alarm network. 

Facility 704, Macy’s Building (Lodging, Food Court, and Bank): TYLin was selected to inspect, analyze, and develop performance specifications and drawings for interim structural repairs to the 60,000-square-foot lodging, bank, food court, and main exchange building. The project was designed to extend the useful life of the three-story, circa 1952 reinforced concrete structure built for another five to seven years.  

Following detailed inspection, testing of corroded or dilapidated areas, and field measuring, TYLin modeled the facility to evaluate stresses in critical members and connections and determine the appropriate repair methodology. Performance plans and specifications were developed for all critical members and connections.  

TYLin was also responsible for all engineering services during construction and final inspection of the repairs. 

Facility 994, Kwajalein Power Plant and Facilities Upgrades - Mission Critical: TYLin provided architecture and engineering assessments and designs for the fire protection, plumbing, and electrical systems components of the Kwajalein Power Plant (KPP) Facility 994, Fire Pump House Facility 997, Diesel Transfer Pump House Facility 1037, and Seawater Pump House Facility 990.  

The project included the assessment and redesign of the existing saltwater cooling system from lagoon intake to lagoon outfall to support ten 4.4 megawatt (MW) engines with two supply lines and two discharge lines. 

The redesign of the saltwater cooling system included removal of the desalination line from KPP to Freshwater Production Facility 855. TYLin’s design eliminated the system’s single point of failure.  

TYLin also prepared bid documents for the project, including plans and specifications. 

Services
