Tom is a firm believer in the concept of complete streets, and advocates for necessity of improved pedestrian, cyclist and driver safety, better traffic flow, and environmentally sustainable solutions.

Tom’s background in traffic engineering includes access management, corridor studies, traffic operations studies, pedestrian studies, parking studies, safety evaluations, and traffic impact studies.

He specializes in designing traffic signals, developing and maintaining traffic plans, and determining intersection and roadway design requirements for highway projects, including auxiliary lanes, bicycle and pedestrian facilities, signing, and traffic control.
