State Route 4 Widening Segment 3B Hillcrest Avenue Wins 2018 IPI Partnered Project of the Year Award

T.Y. Lin International (TYLI), a globally recognized, full-service infrastructure consulting firm, announces that the State Route 4 Widening Segment 3B Hillcrest Avenue Project (SR 4 Segment 3B) in Contra Costa County, California, has won a 2018 International Partnering Institute (IPI) Partnered Project of the Year Award. TYLI served as Prime Consultant for the project, working closely with the Contra Costa Transportation Authority (CCTA), in cooperation with California Department of Transportation (Caltrans) District 4, the City of Pittsburg, and the City of Antioch. The annual IPI Industry Awards honor project teams and individuals who have exhibited the highest levels of collaboration.

SR 4 Segment 3B completes the $150 million SR 4 Widening Segment 3 project, which widened three miles of SR 4 from four lanes to eight lanes. Segment 3A included mainline and interchange work from the western project limit to just west of Hillcrest Avenue. SR 4 Segment 3B began just west of the Hillcrest Avenue Interchange and extended to the eastern project limit, ending at the SR 4/SR 160 junction. The eight lanes consist of one high-occupancy vehicle lane and three mixed-flow lanes in each direction. Auxiliary lanes were added between interchanges, as well as multi-modal options in the median, such as the future addition of mass transit.

As part of SR 4 Segment 3B, TYLI’s design provided for the widening of the overcrossing at Hillcrest Avenue, the replacement of SR 4 undercrossings at “A” Street and Cavallo Road, and the replacement of the Roosevelt Lane pedestrian undercrossing. Additional design elements included underpasses for eBART at “A” Street and Cavallo Road, 22 retaining walls, and 15 sound walls. Staged construction played a significant role in allowing successful construction of these structures without interruption to traffic.

TYLI’s services included project management, environmental coordination, community outreach, design development, design services during construction, agency coordination and interface, utility coordination and relocation, and right-of-way engineering and acquisition support. Additional responsibilities included the planning and design for new traffic signals, signal modifications, temporary signals, emergency vehicle preemption, portable changeable message signs, the traffic operation system, street and safety lighting, and pedestrian undercrossing lighting.

“Extensive coordination was required with CCTA, Caltrans District 4, the Cities of Pittsburg and Antioch, and other agencies to deliver the SR 4 Widening Segment 3B Hillcrest Avenue Project,” said Michael F.
