T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Alan P. Glen, P.E., has been hired as Senior Project Manager, Transportation. Based in TYLI’s office in Sacramento and serving clients throughout the firm’s Northern California District, Glen will plan and manage the execution of surface transportation projects, supervise technical staff, and perform business development activities.

Glen joins TYLI with 37 years of experience in transportation and infrastructure design. Most recently, he served as the Director of Real Property for the California High Speed Rail Authority. In that role, Glen was responsible for the delivery of all right-of-way acquisitions needed to construct 800 miles of the new high-speed rail system. This included coordinating with design-build contractors in order to make any necessary design adjustments. Glen’s project team successfully delivered more than 1,100 parcels in a two-year period, allowing construction to begin at over 15 bridge locations and along many miles of the mainline corridor.

Glen’s work in the private sector includes serving as Project Manager for a Sacramento-based engineering firm, where he oversaw a wide array of surface transportation projects throughout Northern California. These include the $60M US 50/Missouri Flat Road Interchange in Placerville, the $42M State Route 4/Balfour Road Interchange in Brentwood, the $32M State Route 99/Sheldon Road Interchange in Elk Grove, the $5M West B Street Pedestrian Tunnel in Dixon, and numerous bridge replacement projects. As Project Manager, he was responsible for client oversight; project team management; delivery of Project Reports, NEPA and CEQA documents and permits, and property acquisitions; utilities relocation; preparation of Plans, Specifications, and Estimate (PS&E); and public outreach programs.

Prior to entering the private sector, Glen worked with the California Department of Transportation (Caltrans) for close to 20 years. His responsibilities included directing the delivery of $1B annually from 23 Federal and State programs and acting as an advocate for cities and counties statewide. He also managed the establishment and maintenance of statewide design standards, and served on the AASHTO Geometric Design Committee that publishes AASHTO’s Policy on Geometric Design of Highway and Streets.

A registered Professional Engineer in California, Nevada, and Oregon, Glen received a Bachelor of Science in Civil Engineering from San Francisco State University. He remains an active committee member of the Transportation Research Board (TRB) and teaches graduate-level Advanced Transportation Facilities Design at California State University, Sacramento.
