T.Y. Lin International Hires Hugh J. Fuller, P.E., as Principal Rail Engineer for West Coast Markets

T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Hugh J. Fuller, P.E., has been hired as Principal Rail Engineer for the firm’s West Coast markets. Fuller will serve as Project Manager and Lead Engineer on transportation infrastructure projects, including transit and heavy rail, for TYLI clients such as the Los Angeles County Metropolitan Transportation Authority in California, the California High-Speed Rail Authority, Sound Transit in Washington, and various railroads, state departments of transportation, and public transit agencies throughout the West.

Fuller comes to TYLI with more than 40 years of experience as a railway track design manager and engineer, with vast experience with transportation and railway projects. His expertise includes overseeing conceptual studies and preliminary and final designs; the utilization of scheduling and budgetary controls; the preparation of specifications; procurement and installation plans; construction cost estimates, alternative cost analyses; and the management of track maintenance and construction.

Fuller has provided his project leadership and engineering skills on numerous rail and transit projects across the United States and Canada. These include his most recent role as the Technology Lead for the Ultra-High-Speed Ground Transportation Study: Business Case Analysis for the Washington State Department of Transportation (WSDOT) in Seattle. Fuller was also the Senior Track Engineer responsible for the review of track structure design and procurement planning for the California High-Speed Rail Project. Additionally, he served as Track Design Lead for the Purple Line Extension Transit Project in Los Angeles, the Texas Bullet Train High-Speed Rail Project in Fort Worth, “The Wave” Streetcar Project in Fort Lauderdale, Florida, and the Réseau Électrique Métropolitain (REM) Light-Rail Transit Project in Montréal, Quebec, Canada.

“Hugh has contributed his expertise to many complex rail and transit projects, including the Whittier Tunnel project in Alaska, the only combined-use highway/railway tunnel in the world, and the Mid-Coast Corridor Transit Project in San Diego, California,” said Mark Ashley, P.E., TYLI Senior Vice President and West Region Director. “Hugh’s considerable engineering experience, along with his ability to coordinate with clients, subconsultants, and third parties, make him an invaluable asset to the T.Y. Lin International team.”

Fuller is a registered Professional Engineer in California, Oregon, Washington, Illinois, Colorado, Texas, and Utah. He received a Bachelor of Science in Civil Engineering and Construction Technology from Temple University in Philadelphia, Pennsylvania.

Along with serving as Committee Research Coordinator for Transportation Research Board, AR055 Rail Transit, Fuller is active in industry associations such as the American Railway Engineering and Maintenance of Way Association, the American Public Transit Association, and Women’s Transportation Seminar, Puget Sound Chapter. He has also served on the Board of Directors of the Roadmasters and Maintenance of Way Association.
