We are excited to announce that Darcy Cowan has joined TYLin as Vice President and Sector Manager for the Water Sector in Canada. With over 36 years of multifaceted experience, Darcy is a seasoned leader with deep expertise in public infrastructure and a proven ability to drive impactful growth and transformation.

Darcy’s extensive career includes significant contributions to high-profile projects with the City of Toronto and the Region of York, such as the West Vaughan Sewer System, Southeast Collector Rehabilitation, North Don Collector Rehabilitation, and critical City of Toronto initiatives like Basement Flooding and the Downsview Watermain. Beyond Canada, Darcy’s portfolio features managing iconic large-scale projects, including the Niagara Tunnel Facility and the 5th Waterline to Jerusalem, as well as leading global mining projects focused on tailings and water management.

Known for his expertise in client management, design, and construction, Darcy has consistently demonstrated an ability to build and lead high-performance teams. His leadership is complemented by a strategic vision that has driven the successful delivery of complex projects and sustainable infrastructure solutions.

In his new role at TYLin, Darcy will spearhead the growth and transformation of our Water Sector in the Greater Toronto Area and beyond. He will focus on expanding TYLin’s presence, fostering client relationships, and delivering innovative water solutions that meet the evolving needs of communities.
