T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces the completion of the Runway Expansion and New Taxiways Project at Philadelphia International Airport (PHL) in Philadelphia, Pennsylvania. TYLI provided construction management and inspection services for three multiphase construction packages for the project. The five-year project consisted of extending Runway 27L, one of the airport’s two main runways, by 1,500 feet, constructing several new taxiways, and relocating 2,500 feet of 12-inch-diameter jet fuel piping.

TYLI’s scope of work included construction oversight and the coordination and management of multiple prime contractors, contracts, and agencies, all while maintaining normal operations at one of the top 20 busiest airports in the United States. The firm’s construction management services consisted of staging, security access, environmental permitting compliance and measures, inspection, drainage, stormwater installation, airfield electrical, earthwork, utilities, change order evaluation and processing, materials testing, cost estimating, and fuel line relocation using micro tunneling and directional drilling.

In addition to the 1,500-foot extension to the runway, the project included new and realigned taxiways, providing more space to queue aircraft and improve airfield circulation. These upgrades also give the airport more flexibility in accommodating the newest fleet of large aircraft that are popular on long-haul international routes.

The $200 million project began in 2014 and was completed in three phases. TYLI’s Jack Renton and Kevin Murphy joined Philadelphia Mayor James (Jim) Kenney and airport officials for the formal ribbon-cutting ceremony on November 14, 2019.
