TYLin provided Consultant Construction Management (CCM) services for the Rehabilitation of the Joralemon Street Tunnel, the first underwater tunnel in New York, New York.

Damaged by a tidal surge during Superstorm Sandy, the Joralemon Street Tunnel is located between Manhattan and Brooklyn in New York City and serves subway lines 4 and 5.

As managing partner in a joint venture, TYLin’s CCM team prioritized the use of effective, cost-saving design solutions for New York City Transit (NYCT). Scope of work included performing constructability reviews, reviewing sequencing, staging, and phasing requirements, and providing safety inspections during construction.
 
The project included repairs to facilities such as fan plants, circuit breaker houses, substations, and pump houses, and rehabilitation work along the 7,000-foot length of the tunnel. Resiliency measures, including waterproof grouting, flood-proof doors, and protective coatings, were also incorporated.

Project Highlights:

  • The CCM team provided services during the pre-construction, construction, and close-out phases.
  • TYLin assisted NYCT in organizing overnight and weekend General Orders (GOs) shutdowns for inspections.
  • TYLin reviewed the contractors’ baseline schedule and updated the monthly critical path method (CPM) schedule.
