T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Ryan Abbotts, AICP, has been hired as Unit Manager, Pacific Northwest, and Transit Practice Leader, Rail and Transit Line of Business. In his role, Abbotts will lead and support strategic business development efforts on the regional and national level and manage operations for the Pacific Northwest.

Abbotts returns to TYLI with more than 20 years of experience in transportation and transit project delivery and operations leadership in the Pacific Northwest region. He has overseen significant work elements for numerous transportation projects, including over 25 bus rapid transit (BRT), light rail, and commuter rail projects. His expertise includes transportation and transit capital projects, including transit operations, transit network, facility planning, and fleet electrification.

Abbotts’ extensive experience includes managing complex, multidisciplinary projects for King County Metro (Metro), the public transit authority of King County, Washington, which includes the City of Seattle. His Metro projects include serving as Project Manager for the development of the agency’s 20-year facilities plan and operational capacity growth strategy, which will guide the programming and development of over $2 billion worth of capital and infrastructure investments. Recently, Abbotts acted as Deputy Project Manager and Equity and Social Justice Manager for the development of Metro’s 255-coach Battery Electric South Annex Bus Base. He also served as Deputy Project Manager for the Inner Katy BRT project, an $800 million grade separated facility for Houston Metro in Texas.

Other regional projects for Abbotts include serving as Deputy Program Manager for the RapidRide BRT Expansion project for the Seattle Department of Transportation, where he led the development of the network framework plan for transit network modifications, service levels, transit treatments, technology enhancements, and major cost elements. Abbotts has also led major transportation efforts for Washington State Ferries as part of the Mukilteo and Fauntleroy Terminals.

“We are very pleased to have Ryan rejoin the T.Y. Lin International team as Unit Manager, Pacific Northwest, and Transit Practice Leader for the Rail and Transit Line of Business,” said Mark Ashley, P.E., TYLI Senior Vice President, West Region. “Ryan has exceptional experience in the successful pursuit and delivery of major transportation projects, such as bus rapid transit, bus and rail transit corridors, and operations and maintenance facilities. He is the ideal candidate to lead our overall growth strategy and grow and reinforce the relationships we have built with transportation agencies and other clients.”

Certified with the American Institute of Certified Planners (AICP), Abbotts received a Bachelor of Environmental Studies in Urban and Regional Planning from the University of Waterloo in Waterloo, Ontario, Canada.
