Victor Simuoli

T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Victor Simuoli, P.E., has been hired as Project Executive. Based in TYLI’s office in New York, New York, Simuoli will provide Program and Project Management services for large-scale and diverse transit systems projects.

Simuoli comes to TYLI with 30 years of comprehensive experience in transit and rail projects, including serving as a Senior Director or Senior Associate for large New York engineering firms. His expertise includes systems engineering and the implementation of projects from inception through completion. He also has experience managing capital investment and technology projects and programs and has overseen large, complex projects with myriad aspects.

Among Simuoli’s significant projects in New York City, he served as the Design Systems Integration Manager for the $1.8 billion Metropolitan Transportation Authority (MTA) Long Island Rail Road (LIRR) Third Track Expansion Project. He was also the East Side Access Project Executive for the $10 billion East Side Access project. For that project, he led a joint venture consultant team comprising construction managers and their teams totaling over 100 staff members and was responsible for administering and managing construction contracts valued at approximately $1.5 billion.

Additional projects for Simuoli include the MTA New York City Transit Signals and Systems Program; the MTA LIRR Signal Upgrade Program; the Port Authority of New York and New Jersey (PANYNJ) JFK AirTrain, an 8.1-mile-long, elevated people mover system and airport rail link serving John F. Kennedy International Airport; and the NJ Transit River Line Light Rail System.

A registered Professional Engineer in New York, Simuoli earned a Bachelor of Science and a Master of Science in Electrical Engineering from New York University Tandon School of Engineering. He is an active member of the Institute of Electrical and Electronics Engineers (IEEE), Construction Management Association of America (CMAA), Transportation Safety Board (TRB), and the American Public Transportation Association (APTA) Capital Projects Subcommittee.

Simuoli has also authored industry presentations, including “JFK Air Train: Project Management Issues on a Large Design-Build-Operate-Maintain (DBOM) Project” at the Eighth International Conference on Automated People Movers. He received a PANYNJ James Helmuth Unit Citation Medal for Outstanding Performance on the JFK AirTrain project.
