T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Mark Aikawa, P.E., has been hired as Senior Project Manager and Northern California District Civil/Highway Services Manager. Based in TYLI’s Oakland, California, office, Aikawa will provide Program and Project Management services and lead and assist in business development efforts for the Northern California Surface Transportation, Rail and Transit, and Aviation markets.

Aikawa comes to TYLI with 33 years of comprehensive experience in transportation engineering, including the planning, design, and oversight of major highway and rail and transit projects. Prior to joining the firm, he served as Geographic Operations Manager for the Northern California, Nevada, and Arizona region of a civil engineering firm. Aikawa’s technical skills include alignment/profile studies and concept development, seismic retrofits, utility relocation, environmental assessment and documentation, permitting, environmental mitigation, staged construction, maintenance of traffic, cost estimating, and plans, specifications, and estimates.

Aikawa’s project experience includes a successful role as Program Manager for the Pacific Gas and Electric Company (PG&E) Gas Transmission program in San Ramon, California, where he was responsible for all encroachment permits and traffic control plans for gas transmission, representing over $500 million in construction per year. He also served as Principal-in-Charge for numerous projects under California Department of Transportation (Caltrans) District 4 On-Call Environmental Generalist Services contracts. In this role, Aikawa provided technical guidance, ensured effective resource allocation, and assured the quality of a wide range of environmental services projects throughout the Bay Area’s north and south counties.

Additional Bay Area projects led by Aikawa include serving as Project Manager and Engineering Design Manager for the Civil and Environmental contract for the landmark San Francisco-Oakland Bay Bridge New East Span in Oakland. He was also Project Manager for the Benicia-Martinez Bridge Seismic Retrofit in Contra Costa and Solano Counties, the Sonoma Creek Bridge Seismic Retrofit and Widening in Sonoma and Solano Counties, and the Caldecott Improvement Project in Oakland, where he directed the civil engineering and environmental studies to construct the fourth bore of the Caldecott Tunnel.

A registered Professional Engineer in California and Oregon, Aikawa earned a Bachelor of Science in Civil Engineering from the University of California, Berkeley. He is an active member of the American Society of Civil Engineers (ASCE).
