Samuel De Champlain Bridge Corridor Project Wins 2022 IRF’s Global Road Achievement Award for Quality Management

TYLin, a globally recognized full-service infrastructure consulting firm, announces that the Samuel De Champlain Bridge Corridor Project in Montréal, Québec, Canada, has won the 2022 International Road Federation’s (IRF) Global Road Achievement Award (GRAA) for the Quality Management category. TYLin, in a Joint Venture (JV) with SYSTRA-IBT and SNC-Lavalin, serves as the Bridge Design Manager, JV Managing Partner, and Design Quality Manager for the Public-Private-Partnership project.

One of the largest infrastructure projects in North America, the Samuel De Champlain Bridge Corridor Project comprises the signature cable-stayed Samuel De Champlain Bridge, the new Île-des-Soeurs Bridge, and the reconstruction and widening of the federal portion of Autoroute 15. Opened to traffic on July 1, 2019, the project was delivered in only 48 months (from design to substantial completion) and met all quality objectives through the implementation of a comprehensive design quality management plan (DQMP).

The landmark Samuel De Champlain Bridge carries two traffic corridors with four lanes in each direction, a central corridor for a light-rail transit system, and a multi-use path for pedestrians and cyclists. The asymmetrical cable-stayed bridge consists of three independent superstructures supported by common piers.

TYLin worked closely with the constructor consortium Signature on the Saint Lawrence and its project partners to meet the aggressive design-build schedule and stringent design and performance criteria. The project also came with considerable site constraints and hazards, including construction under Montréal’s severe winter conditions, which mandated the shutdown of the seaway operations for four months out of the year, as well as heavy winds, seismic hazards, and construction in a densely developed urban center.

During the design and construction of the mega project, the ISO 9001-compliant DQMP streamlined workflow and established the framework for the owner, constructor, designers, and design checkers to collaborate seamlessly across the globe. According to Marwan Nader, PhD, PE, PEng, TYLin Senior Vice President, Bridge Sector Leader, Americas, and Engineer of Record for the Samuel De Champlain Bridge, that was critical to meeting the client’s vision for the project.

“Our goal was to deliver this project safely, efficiently, and on schedule, including a new gateway bridge to Montréal that is strong enough to withstand harsh weather and environmental conditions for 125 years,” said Nader. “On behalf of TYLin and our project partners, I want to thank the International Road Federation for acknowledging the effort and engineering excellence that went into making this project a success.”

The IRF GRAA program is a one-of-a-kind competition to recognize innovative road projects and exemplary people that place the road industry at the forefront of worldwide social and economic development. The Samuel De Champlain Bridge Corridor project team was recognized for developing and implementing a quality management system that demonstrated superior results and maximized stakeholder satisfaction at the lowest overall cost to the organization.
