2023-27 Chicago Regional Transit Strategic Plan

The document is a strategic and financial plan to guide the regional transit system following the COVID-19 pandemic. The TYLin team developed and executed a robust engagement process to guide the plan’s development, inviting a diverse array of voices and perspectives from across the region to co-create the plan’s priorities. This included organizing and facilitating five working groups made up of more than 100 individuals representing 70 organizations from across the region that met throughout the project.

The TYLin team also provided a range of technical support to the RTA, including financial modeling to understand the transit system’s financial outlook and policy analysis to evaluate new funding strategies, programs, and strategies. The team also conducted environmental, equity, and economic impact analyses to demonstrate how transit connects people to opportunity, advances equity, and combats climate change.

Transit is the Answer was adopted by the RTA board in February 2023 and recognized with a Regional Excellence Award by CMAP.
