Brooklyn Navy Yard Master Plan

TYLin was the transportation lead in developing a 20-year master plan for the Navy Yard in Brooklyn, New York.

Working with the Brooklyn Navy Yard Development Corporation, we created a 20-year master plan to address the anticipated employment growth at the Navy Yard and the associated transportation challenges. This unique urban campus, a hub for manufacturing and tech sector businesses, is situated far from mass transit with limited space for additional parking. Yet, it is poised to welcome 20,000 new employees in the coming years, underscoring the significant need for our comprehensive plan.

We developed street typologies to move freight, bicyclists, and pedestrians around the Yard safely and efficiently while also improving the Yard’s public realm and honoring its historic core. The plan includes:

  • More explicit routes for trucks.

  • A shared street concept for the oldest part of the Yard.

  • Expanded opportunities for public space and bicycle facilities.

As the Yard continues to develop new buildings and rehabilitate existing ones, this multimodal plan will accommodate employment growth and make the Yard an accessible and attractive place for businesses to grow. We led the circulation analysis and the multimodal design for four entry gates to campus, including reconfiguring road geometry, curbs, striping, street furniture, and bicycle facilities.

In collaboration with WXY, we designed streetscape improvements that included curb realignments, selective reconfiguration of the perimeter fences, and security infrastructure. The new gate designs will connect the secured campus with the surrounding neighborhoods and provide public amenities to both public and Navy Yard users.
