Driving Innovation: The Pace Strategic Vision Plan

TYLin was retained by Pace Suburban Bus (Pace) to develop the agency’s new strategic plan, called Driving Innovation.

Pace’s strategic plan update serves as a planning, policy, financial, and operational framework that provide meaningful and substantive direction on the design and implementation of transit service, projects and programs for the next twenty years. TYLin’s comprehensive public transit, organization development, strategic planning, stakeholder engagement, and public communication skills were harnessed to assist Pace in adapting and proactively positioning itself to engage with transit operating conditions and future changes in a responsible, sustainable, and effective manner.

The planning effort included analysis of the regional distribution of transit supply and demand, building consensus around potential realignment of service allocation, developing an updated service standards framework, evaluating potential corridors for transit development, and facilitating the prioritization of agency initiatives. Equity considerations were prioritized throughout the process, considering factors such as a transportation disadvantage index.

The Driving Innovation plan allows Pace to define its role in the new mobility ecosystem as well as the relationship that emerging technologies will have with public transit. It helps Pace continue to rethink, affirm, and establish its vision for the future, while moving forward with concrete actions advancing its goals. Rather than simply providing a laundry list of desired projects, the TYLin approach provided a framework to continue advancing priorities such as fleet planning, corridor development, intelligent transportation systems, and financial investments, in an ever-changing context.
