North Leslie MESP
TYLin is coordinating the production of a Phase I and II Master Environmental Servicing Plan (MESP) for Secondary Plan Area 257 (North Leslie) in the City of Richmond Hill.
This project involves an ‘environment first’ approach with respect to the Greenbelt and Oak Ridges Moraine lands, as well as the extension of the existing infrastructure to support this 640ha blend of low, medium, and medium-high density residential lots, parks, schools, and other institutional facilities. In addition to coordinating information within the MESP team, TYLin also coordinates efforts with outside teams responsible for plan development, municipal servicing, natural heritage, groundwater studies, and transportation studies.
The overall team included numerous consulting firms that specialize in various aspects of land development and different disciplines such as hydrogeology, geotechnical and the natural environment, both terrestrial and fisheries. The site features a number of different endangered and threatened species at risk, for which a range of specialized mitigation measures and habitat are required. The site is also unique in that the presence of the Oak Ridges Moraine Aquifer Complex (ORMAC) under a portion of the study area creates uplift pressures and safe excavation depth considerations across the site became a defining factor in the design of the site.
