NYC DOT In-House Review and Support for Central Business District Tolling Program NEPA EA

TYLin has been providing in-house consultant services to NYC DOT’s Traffic Engineering and Planning Unit since February 2020, serving as an extension of staff to assist with the agency’s traffic analysis and review responsibilities.

New York City’s trailblazing efforts to manage multimodal transportation in the most populated city in the United States requires in-depth knowledge and application of City Environmental Quality Review (CEQR) procedures and guidelines. TYLin provides valuable support in developing transportation studies for both DOT-sponsored initiatives and in reviewing applicants’ transportation studies for proposed developments across New York City.

The most significant project TYLin staff currently supports is the Central Business District Tolling Program (CBDTP). The Metropolitan Transportation Authority (MTA), New York State Department of Transportation (NYSDOT), and NYC DOT are the Project Sponsors for this ongoing effort to implement congestion pricing in the core of Manhattan. The Environmental Assessment (EA) for this project included regional travel demand modeling, highway traffic analysis, and level-of-service (LOS) traffic analysis for over 100 intersections. TYLin staff reviewed the technical traffic and air quality analyses included in the EA, enabling NYC DOT to perform their due diligence on the document as it was being prepared. TYLin staff also provided useful insights on how CBDTP would affect NYC DOT policy goals and created additional analyses for assessing the tolling program metrics internally.
