TYLin was selected by the California High Speed Rail Authority as Prime Consultant for the Program Management Oversight (PMO) of the statewide intercity High-Speed Train system.

One of the largest public works projects in the United States, the 800-mile system will improve connections between California’s major cities.

The project is broken down into two phases. Phase 1 is approximately 500 miles and will connect San Francisco and Los Angeles. Phase 2 is close to 300 miles and will connect north up to Sacramento and south down to San Diego. The total projected construction costs for Phase 1 are USD 75 billion.

The first section has been fully funded and is moving forward in the Central Valley of California, between Bakersfield and Fresno. This will begin the backbone of the system connecting Northern and Southern California and provide a test track for new 220-mile-per-hour trains.

The planning, engineering, and environmental work on the system is being completed by regional consultant teams for each of the ten sections, with those teams managed through a Program Management Consultant (PMC). TYLin worked as an extension of Authority staff to oversee the activities of both the regional consultant teams and the PMC.

Project Highlights:

  • TYLin provided a comprehensive, multi-disciplined oversight team that identified and tracked project tasks, work progress, and potential problem areas.
  • The oversight team worked with the PMC and Authority staff to make any needed adjustments and corrections to keep the program on schedule, within budget, and according to project goals.
  • The PMO supported the Authority in achieving its objectives with interagency work and supported its dealings with key state and federal regulatory agencies, the Federal Railroad Administration, railroad owners and operators, and other stakeholders.
  • The PMO was also responsible for advising the Authority on how to best manage and utilize various procurement and delivery options, such as design-build, design-bid-build, or public-private partnerships.
