Barr honored for his commitment to promoting a safe, efficient, sustainable U.S. transportation system
TYLin, a globally recognized full-service infrastructure consulting firm, announces that James Barr, PE, TYLin Vice President and Southwest Roads + Highways Sector Manager, has been named 2022 National Member of the Year by the American Society of Highway Engineers (ASHE).
A member of ASHE since 2012, Barr was recognized for his commitment to the ASHE mission: to provide a forum for members and partners of the highway industry to promote a safe, efficient and sustainable transportation system through education, innovation, and fellowship.
Over the past decade, Barr has served the ASHE Phoenix Sonoran Section in Arizona, advancing through the ranks of the Section’s Board of Directors. He was also instrumental in leading the formation and growth of the organization’s new Southwest Region.
Barr joined TYLin in 2008 and directs the firm’s Roads + Highways operations in the Southwest. With vast professional experience in transportation infrastructure design and project management, his responsibilities range from operations and staff leadership to business development and client relations.
His expertise includes roadway design, pavement preservation, safety enhancements, intersection realignment and improvements, traffic control, active transportation facilities, Americans with Disabilities Act (ADA) facilities, utility research, data compilation, construction cost estimates, waterlines, drainage analysis and reports, and signing and striping design.
Barr’s key projects include serving as Principal-in-Charge for the I-10 Broadway Curve Project in Phoenix, Arizona, where TYLin is the Lead Design Firm for the state’s first major urban freeway reconstruction project. Numerous improvements are being made to this fast-growing freeway segment, which is the busiest in Arizona, carrying over 300,000 vehicles through the Broadway Curve daily.
He was also the Project Manager for the Ritz-Carlton Development Roadway Improvements Project in the Town of Paradise Valley, Arizona. As Prime Consultant, TYLin developed offsite improvements entailing roadway reconstruction, storm-drain facilities, streetscape elements, and traffic infrastructure to facilitate 100 acres of new development, including a 200-room Ritz Carlton resort.

Barr holds a B.S. in Civil Engineering from the University of Arizona in Tucson, Arizona.
