T.Y. Lin International Group (TYLI), a globally recognized full-service infrastructure consulting firm, announces that its Singapore office, T.Y. Lin International Pte. Ltd., was recently appointed by Hwa Seng Builder Pte. Ltd. (HSB) and the Land Transport Authority of Singapore (LTA) as the Civil and Structural Engineer of the design and build team to deliver Contract ER397: the proposed expansion of the Kallang-Paya Lebar Expressway (KPE)/Tampines Expressway Interchange (TPE). HSB is the main contractor.

The project includes expanding the intersection of two of Singapore’s busy expressways - the KPE and TPE; the construction of new vehicular bridges across Sungei Serangoon and Sungei Blukar; and the construction of an arterial road from the interchange to Punggol Central, as well as associated drainage works. The new infrastructure will ease traffic congestion and enhance access to Punggol for its growing population.

“The Punggol area is developing rapidly, so it is important to ensure that the necessary roadway infrastructure is in place to provide access for the community. T.Y. Lin International is honored to be part of the team delivering this improvement,” said Teh Hee Seang, Chairman of TYLI’s Singapore operations. “We are delighted to be working with Hwa Seng to deliver this project. With a program of just 48 months, the team is focused on developing an efficient and sustainable design to support LTA’s objectives.”

TYLI is responsible for delivering the design of all the structural elements of the contract and the drainage works. The team will also lead and support the required interface between LTA and third parties to ensure the delivery of an integrated and holistic design. In addition, TYLI will be responsible for a number of statutory submissions, as well as obtaining the necessary permits to ensure that the onsite works can commence. TYLI will also provide construction support to HSB during the construction stage. The project is scheduled for completion in 2019.

Lim Kuan Pow, Head of Bridges and Special Structures for TYLI’s Singapore operations, will lead the team in the delivery of the firm’s services. The immense KPE/TPE project adds further to TYLI’s track record in the delivery of state-of-the-art infrastructure in Singapore and the Region.
