T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Lucien D. Tender, P.E., has joined the firm as Lead Environmental Engineer for TYLI’s South Region. Lucien comes to TYLI with 23 years of environmental engineering experience that includes environmental permitting, site assessment, and site remediation. He most recently served as Senior Project Manager and Florida Rail Sector Lead for an international professional services firm, where he worked on projects for Class I freight rail, passenger rail, and commercial clients. With a well-established background in the Florida environmental community, Lucien will join the TYLI team led by Colin Henderson to provide statewide support of environmental projects, with a focus on rail and transit.

Lucien’s past projects in Florida include his role as Project Manager for environmental permitting and National Environmental Policy Act documentation for the All Aboard Florida passenger rail project. All Aboard Florida is a 240-mile inter-city passenger rail project that will connect Miami and Orlando, with intermediate stops in Ft. Lauderdale and West Palm Beach. He has also worked with Class I freight rail clients and successfully completed environmental permitting, site assessment, and remediation projects in Florida and the southwestern United States.

“Lucien enhances our environmental planning and permitting services, especially for rail and transit clients,” said James Moreno, P.E., TYLI Senior Vice President and South Region Director. “We look forward to bringing his project experience and leadership skills to T.Y. Lin International projects in Florida and throughout the region.”

“Lucien’s experience and relationships with Class 1 and other railroad clients will be an asset as we broaden our service capabilities to these clients,” added Joseph Yesbeck, P.E., TYLI Vice President and Rail and Transit Line of Business Director.

A licensed Professional Engineer in Florida, Lucien studied Mechanical Engineering at the University of South Florida in Tampa.
