T.Y. Lin International Hires Scott Witt as Program Director for Rail and Transit Line of Business, West Region
T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Scott Witt has been hired as a Program Director for the Rail and Transit Line of Business, West Region. In his role, Witt is responsible for leading the diversification of the firm's regional business development efforts for rail and transit projects, including bus transit infrastructure and facilities projects throughout the western United States. He will also serve as Project Executive on designated projects and oversee talent attraction and development.
Witt joins TYLI with significant experience managing rail, truck, transit, and marine transportation and logistics programs for domestic and international operations. He has a proven track record for implementing and managing projects and programs, including rail rolling stock and bus specifications and procurements, from start to final acceptance and ongoing operations. Witt's previous positions include serving as Growth Leader for the Transportation Resource Group of an international professional services firm, where he had extensive involvement in alternative energy for vehicles across all modes of transportation.
Past projects for Witt include serving as Project Engineer/Subject Matter Expert for the RapidRide I Line in Seattle, Washington. He was responsible for setting the analysis framework and guiding the development of speed and reliability, passenger facilities, access to transit, communications and infrastructure, federal grant strategy, outreach engagement, and preliminary design efforts. When complete, the 17-mile, high-frequency RapidRide I Line will be King County Metro’s longest bus rapid transit (BRT) corridor.
As the Project Executive for King County Metro's Transit Facilities Planning Program, Scott was responsible for guiding and supporting the team in the development of King County Metro’s 20-year facilities plan. This effort will guide the agency’s programming and development of over $2 billion worth of capital and infrastructure investments, including closing critical gaps identified in State of Good Repair. This effort evaluated innovative and strategic approaches to operating, maintaining, and delivering transit service and infrastructure.
Witt was also Program Manager for the Rubber Tire Vehicle Project for the San Francisco Municipal Transportation Agency (SFMTA) in San Francisco, California. Rolling stock-related projects included all phases for the procurement of 212 standard and articulated diesel hybrid motor coaches and 60 articulated trolley coaches, from specification development through commissioning into revenue service. Witt was also the Rolling Stock Lead for a largescale Rolling Stock Procurement project in Abu Dhabi, the United Arab Emirates. His role included managing international suppliers of rail and rubber-tired transit vehicles.

Witt received a Bachelor of Science in Business Management from the University of Phoenix in Arizona. He is active in national industry organizations spanning freight, transit, rail, and goods movement. These include the Pacific Northwest Association of Rail Shippers, National Industrial Transportation League, and Transportation Research Board.
