T.Y. Lin International Welcomes Katie Chou, P.E., Ph.D., as Senior Aviation Project Manager for the West Region Aviation Group
T.Y. Lin International (TYLI), a globally recognized full-service infrastructure consulting firm, announces that Katie Chou, P.E., Ph.D., has been hired as Senior Aviation Project Manager for the West Region Aviation Group. Based in the firm’s office in Los Angeles, California, Chou will support TYLI’s aviation projects at Los Angeles International Airport (LAX), Ontario International Airport (ONT), and across the United States.
Chou joins TYLI with over 13 years of diverse experience in airport, highway, and infrastructure assessment and design. Her expertise includes airport planning, design and construction; structural pavement design; airfield and roadway geometric design; utility relocation design and coordination; drainage analysis; erosion and sediment control; and stormwater management.
Before coming to TYLI, Chou designed and managed a variety of aviation and other transportation projects. Her roles included serving as Senior Project Manager for multiple projects associated with the $5 billion LAX Modernization Program, including the LAX Runway 25L Rehabilitation and LAX Terminal 1.5 Programs. Chou also oversaw the Runway 9-27 Rehabilitation of Cross Taxiways B1, B4-B7, C3, C4 and C6 at San Diego International Airport (SAN).
Internationally, she was peer reviewer for the review of all pavement aspects for a runway and taxiway rehabilitation project at London Gatwick Airport in England. She also served as subconsultant Design Manager for the Detailed Design of the Three-Runway System Project (Airfield Facilities Design) at Hong Kong International Airport.

Active in industry organizations, Chou has co-hosted a training workshop with the Federal Aviation Administration (FAA) for the FAA’s FAARFIELD airfield pavement design program. She also served as chair for the American Society of Civil Engineers (ASCE)/Transportation and Development Institute (T&DI) International Airfield and Highway Pavements Conference, as well as the Airport Consultants Council (ACC) Engineering committee, where she gave numerous presentations associated with the LAX modernization program. Chou was recently appointed as a member of the ASCE/T&DI Board of Governors.
Chou is a registered Professional Engineer in California and Virginia. She earned a Ph.D. in Civil Engineering from the University of Illinois at Urbana-Champaign, and a Master of Science and Bachelor of Science in Civil Engineering from National Cheng Kung University in Taiwan.
