Bala has extensive knowledge in design, evaluation, and rehabilitation of complex bridges. He has wide-ranging experience in managing large and complex bridge projects and leading multi-disciplinary teams in traditional and alternate delivery methods.

Bala has been active in national bridge engineering research and development. He is an expert practitioner of Accelerated Bridge Construction (ABC) and was the lead developer of TRB's ABC Toolkit. He has led award-winning ABC designs in several States. He was the architect of AASHTO’s LRFR load rating methodology and was the lead author of the AASHTO Manual for Bridge Evaluation.
